Added integration with Telegram

Messengers penetrate our daily life every day. Chatting with colleagues, friends and relatives in chats has become commonplace. Messengers are convenient and therefore have become a natural means of communication.

Therefore, we added another channel for registration of requests and communication with users to UserEcho, integration with Telegram.
